Readiness of the Central Library at the Libyan Authority for Scientific Research to Establish a Digital Repository for Preserving Theses and Dissertations: An Analytical Study

المستخلص: هدفت الدراسة إلى التعرف على واقع أرشفة الرسائل العلمية بالمكتبة المركزية التابعة للهيئة الليبية للبحث العلمي، وجاهزية المكتبة من الناحية التقنية والبشرية والتنظيمية لإنشاء مستودع رقمي لحفظ الرسائل العلمية، حيث استخدمت الدراسة المنهج الوصفي التحليلي " أسلوب دراسة الحالة"، حيث تم استخدام استبانة والملاحظة والمقابلات شبه المقننة لجمع المعلومات من عينة الدراسة، وثم تحليل البيانات باستخدام مجموعة الأساليب الإحصائية الوصفية والاستدلالية SPSS، كما خلصت الدراسة إلى عدة نتائج منها: أن عملية حفظ الرسائل العلمية تتم بصورة تقليدية، بالإضافة إلى ضعف الخبرة العلمية لدى العاملين في مجال الأرشفة الرقمية، وهو ما يشكل تحدياً أمام تنفيذ مشروع المستودع الرقمي، وكذلك عدم وجود سياسة واضحة لتنظيم وحفظ الرسائل العلمية، وقد خرجت الدراسة بعدد من التوصيات والتي ستساهم في نجاح إنشاء مشروع المستودع الرقمي للرسائل العلمية بالمكتبة أهمها: توفير ميزانية مستقلة تغطى متطلبات إنشاء مستودع رقمي لأرشفة الرسائل العلمية، وتأهيل الكوادر البشرية وتدريبها في مجال إدارة المستودعات الرقمية، مع ضرورة استقطاب متخصصين في مجال تكنولوجيا المعلومات والأرشيف، ووضع سياسات استراتيجية واضحة لتنظيم عملية حفظ وأرشفة الرسائل العلمية بالمكتبة المركزية.

Abstract: The study aimed to identify the current state of archiving theses and dissertations at the Central Library affiliated with the Libyan Authority for Scientific Research, as well as the library’s technical, human, and organizational readiness to establish a digital repository for preserving theses and dissertations. The study adopted the descriptive analytical approach, using the case study method. A questionnaire, observation, and semi-structured interviews were used to collect data from the study sample. The data were then analyzed using a set of descriptive and inferential statistical methods through SPSS. The study reached several findings, including that theses and dissertations are preserved through traditional methods, and that staff members have limited practical experience in the field of digital archiving, which represents a challenge to implementing the digital repository project. The study also found the absence of a clear policy for organizing and preserving theses and dissertations. The study presented a number of recommendations that would contribute to the successful establishment of a digital repository project for theses and dissertations at the library. The most important recommendations include allocating an independent budget to cover the requirements of establishing a digital repository for archiving theses and dissertations, qualifying and training human resources in the field of digital repository management, recruiting specialists in information technology and archiving, and developing clear strategic policies to regulate the preservation and archiving of theses and dissertations at the Central Library.
