المستخلص: تتناول هذه الدراسة أثر التغيرات الديموغرافية على الخدمــات السيادية بولاية كسلا -دراسة تطبيقية على مدينة كسلا، للتغيرات الديموغرافية تأثير واضح على الخدمات عموماً والخدمات السيادية على وجه الخصوص مما ينعكس على تحقيق التنمية الحضرية المرجوة. عليه تتمثل مشكلة الدراسة في نمو منطقة الدراسة وتطورها ديموغرافياً خلال الثلاثة عقود الأخيرة، الشيء الذي أثر على الخدمــات الاقتصادية، الاجتماعية، الإدارية، والأمنية. ونبعت أهمية الدراسة؛ في أنها تعتبر دراسة جديدة من حيث المحتوى والمضمون ومكملة للدراسات المختلفة بالولاية. تفيد الإداريين والتنفيذيين والمختصين وصٌناع القرار بقدر كبير من البيانات والمعلومات تمكنهم من التخطيط السليم ووضع الخطط المستقبلية لتنمية المنطقة. هــدفت الدراسة الي التعرف على الخصائص الجغرافية المؤثرة على التغيرات الديموغرافية بمنطقة الدراسة. بيان الخدمات السيادية وخصائصها بمنطقة الدراسة. استعراض نشأة ونمو وتطور منطقة الدراسة سكانياً وعمرانياً وانعكاسها على الخدمات. تحديد درجة وسرعة التغيرات الديموغرافية وعلاقتها بالتحولات الاقتصادية والاجتماعية، بيان الخصائص الديموغرافية لسكان منطقة الدراسة لتحديد الموارد البشرية المتاحة. اتبعت الدراسة منهجية تلائم بيعتها تمثلت في استخدام المنهج التاريخي، المنهـج الوصـفي التحليلي، والأسلوب الاحصائي لجمع البيانات وتصنيفها وتحليلها وصولا لنتائج واقعية. توصلت الدراسة لعدة نتائج أهمها؛ التغيرات الديموغرافية بمنطقة الدراسة ناتجة من عدة عوامل اقتصادية واجتماعية وبيئية. الخدمات السيادية بمنطقة الدراسة لا تواكب النمو السكاني. كما خرجت الدراسة بعدة توصيات أهمها ضرورة الاهتمام بالخدمات السيادية من حيث الكفاية والكفاءة والتوزيع الأمثل حسب الكثافة السكانية.

Abstract: This study examines the impact of demographic changes on sovereign services in Kassala State, with an applied study on Kassala City. Demographic changes have a clear effect on services in general and on sovereign services in particular, which in turn affects the achievement of the desired urban development. Accordingly, the problem of the study lies in the demographic growth and development of the study area during the last three decades, which has affected economic, social, administrative, and security services. The significance of the study stems from the fact that it is a new study in terms of content and scope, and it complements various studies conducted in the state. It provides administrators, executives, specialists, and decision-makers with a substantial amount of data and information that can help them plan properly and develop future plans for the development of the area. The study aimed to identify the geographical characteristics affecting demographic changes in the study area; describe sovereign services and their characteristics in the study area; review the emergence, growth, and development of the study area in terms of population and urban expansion and their impact on services; determine the degree and pace of demographic changes and their relationship with economic and social transformations; and identify the demographic characteristics of the population in order to determine the available human resources. The study adopted a methodology suited to its nature, using the historical method, the descriptive analytical method, and statistical techniques to collect, classify, and analyze data in order to reach realistic results. The study reached several findings, the most important of which are that demographic changes in the study area result from several economic, social, and environmental factors, and that sovereign services in the study area do not keep pace with population growth. The study also presented several recommendations, most notably the need to give greater attention to sovereign services in terms of adequacy, efficiency, and optimal distribution according to population density.
