المستخلص: تتناول هذه الدراسة موضوع المهارات الأفقية بوصفها أحد الرهانات التربوية المعاصرة في النظام التعليمي المغربي، في ظل التحولات المتسارعة التي يعرفها سوق الشغل وتنامي الحاجة إلى كفايات تتجاوز المعارف الأكاديمية والتقنية الضيقة. وتهدف الدراسة إلى إبراز الأهمية التربوية والاجتماعية والاقتصادية للمهارات الأفقية، مثل التفكير النقدي، والتواصل، والإبداع، والتعاون، والتعلم الذاتي، باعتبارها مدخلاً أساسياً لتعزيز قابلية تشغيل الخريجين، وبناء شخصية متوازنة قادرة على التكيف مع متطلبات القرن الحادي والعشرين. وقد اعتمدت الدراسة مقاربة وصفية تحليلية تستند إلى تتبع المرجعيات الفكرية والتربوية ذات الصلة، إلى جانب تحليل توجهات الإصلاح التربوي بالمغرب، ولا سيما خارطة الطريق 2022–2026 والمخطط الوطني لتسريع تحول منظومة التعليم العالي والبحث العلمي والابتكار PACTE ESRI 2030. وتخلص الدراسة إلى أن إدماج المهارات الأفقية في المنظومة التعليمية المغربية لم يعد خياراً تكميلياً، بل أصبح ضرورة استراتيجية لتحقيق جودة التعلمات، وردم الفجوة بين مخرجات التعليم وحاجات سوق العمل، وترسيخ قيم المواطنة الفاعلة. كما تؤكد الدراسة أن نجاح هذا الورش الإصلاحي يظل رهيناً بتجاوز عدد من التحديات، أبرزها إشكالية لغة التدريس، وضعف الموارد المرجعية باللغة العربية، والحاجة إلى تأهيل المدرسين بيداغوجياً للانتقال من منطق التلقين إلى منطق التنشيط والتفاعل. وتوصي الدراسة بتعزيز حضور المهارات الأفقية في المناهج والبرامج التكوينية، وربطها بالممارسات الصفية والجامعية، بما يسهم في إعداد متعلم مستقل وفاعل ومؤهل للمشاركة في التنمية المستدامة.

Abstract: This study examines horizontal skills as one of the contemporary educational challenges in the Moroccan educational system, in light of the rapid transformations in the labor market and the growing need for competencies that go beyond narrow academic and technical knowledge. The study aims to highlight the educational, social, and economic importance of horizontal skills, such as critical thinking, communication, creativity, collaboration, and self-learning, as a fundamental approach to enhancing graduates’ employability and building a balanced personality capable of adapting to the requirements of the twenty-first century. The study adopts a descriptive-analytical approach based on tracing relevant intellectual and educational references, as well as analyzing educational reform trends in Morocco, particularly the 2022–2026 Roadmap and the National Plan to Accelerate the Transformation of the Higher Education, Scientific Research and Innovation Ecosystem (PACTE ESRI 2030). The study concludes that integrating horizontal skills into the Moroccan educational system is no longer a complementary option, but rather a strategic necessity for achieving quality learning, bridging the gap between educational outcomes and labor market needs, and consolidating the values of active citizenship. The study further emphasizes that the success of this reform project depends on overcoming several challenges, most notably the issue of the language of instruction, the scarcity of Arabic-language reference materials, and the need to pedagogically qualify teachers to move from a transmission-based approach to an interactive and facilitative approach. The study recommends strengthening the presence of horizontal skills in curricula and training programs and linking them to classroom and university practices in a way that contributes to preparing an independent, active learner who is qualified to participate in sustainable development.
