المستخلص: تهدف هذه الدراسة إلى جمع الأحاديث الواردة في الإدارة في العهد النبوي، وتخريجها ودراستها دراسة حديثية موضوعية، للكشف عن أبرز الضوابط والممارسات المتعلقة باختيار العاملين، وتوزيع الاختصاصات، والتفويض، والتوجيه، والمتابعة، والرقابة، والمحاسبة، والوظائف الكتابية والاتصال الإداري. وتنبع مشكلة البحث من تفرق المادة الحديثية المتعلقة بالإدارة في أبواب متعددة من كتب السنة والسيرة والتراتيب، ومن الحاجة إلى التمييز بين ما ثبت بنص حديثي صحيح أو حسن، وبين ما ورد في كتب الترتيب والتاريخ من تصنيفات ومرويات تحتاج إلى التحقق. واعتمد البحث المنهج الاستقرائي في جمع الأحاديث ذات الصلة من مصادر السنة الأصلية، والمنهج الحديثي في تخريجها ودراسة أسانيدها والحكم عليها عند الحاجة، والمنهج التحليلي الموضوعي في دراسة متونها واستخراج دلالاتها الإدارية. كما استفاد من الكتب الجامعة للمادة الإدارية، وفي مقدمتها نظام الحكومة النبوية المسمى التراتيب الإدارية للكتاني، وتخريج الدلالات السمعية للخزاعي، بوصفها مصادر للكشف والجمع، مع الرجوع في إثبات الأحاديث والحكم عليها إلى مصادرها الحديثية الأصلية. وقد توصلت الدراسة إلى أن مصطلح «الإدارة» بصورته الاصطلاحية الحديثة لم يكن مستعملاً في النصوص النبوية، غير أن وظائفه ومضامينه كانت حاضرة بصورة واضحة في التولية، والعمالة، والتفويض، والكتابة، والمراسلات، والقضاء، والرقابة، والمحاسبة، وإدارة الأموال والمصالح العامة. كما أظهرت الأحاديث أن التولية ارتبطت بالكفاءة والأمانة ومناسبة الشخص للمهمة، وأن الوظيفة العامة عُدّت أمانةً ومسؤولية، وأن التوجيه والمتابعة والمحاسبة كانت امتداداً لعملية التعيين وليست منفصلة عنها. وأثبتت الدراسة كذلك عناية السنة بمنع استغلال الوظيفة للمصلحة الشخصية، وحماية المال العام، ومحاسبة العمال على الأموال والهدايا، مع ضرورة التمييز بين الممارسة الإدارية الثابتة بالنص وبين المسميات المؤسسية التي ظهرت في التصنيفات اللاحقة.

Abstract: This study aims to collect, trace, authenticate, and thematically analyze the hadiths related to administration during the Prophetic era. It focuses on the main administrative practices reflected in the Prophetic traditions, including the selection of officials, allocation of responsibilities, delegation of authority, guidance, supervision, accountability, written communication, and the protection of public funds. The research problem arises from the fact that hadiths related to administration are dispersed across different chapters of the major hadith collections, works of Sīrah, and later books on administrative arrangements. This creates a need to distinguish between reports established through reliable hadith evidence and later historical or administrative classifications that require further verification. The study employs an inductive method to collect the relevant hadiths from primary hadith sources, a hadith-critical method to trace their sources and examine their chains of transmission when necessary, and a thematic analytical method to study their texts and derive their administrative implications. It also benefits from works that compiled material on Prophetic administrative arrangements, particularly al-Kattānī’s Niẓām al-Ḥukūmah al-Nabawiyyah al-Musammā al-Tarātīb al-Idāriyyah and al-Khuzāʿī’s Takhrīj al-Dalālāt al-Samʿiyyah, while treating such works primarily as tools for locating and organizing material rather than as final authorities for hadith authentication. The study concludes that although “administration” as a modern technical term was not used in the Prophetic texts, its functional manifestations were clearly present in the appointment of officials, delegation, writing, correspondence, judicial assignments, supervision, accountability, and the management of public affairs and funds. The hadiths also demonstrate that appointment to public office was linked to competence, trustworthiness, and suitability for the assigned task, and that public office was understood as a responsibility and trust rather than a personal privilege. The study further finds that guidance, supervision, and accountability formed an integrated part of Prophetic administrative practice, particularly in preventing abuse of office, protecting public funds, and regulating gifts and benefits received by officials.
