المستخلص: تهدف الدراسة إلى تحليل دور شبكات الأمان الاجتماعي والاقتصادي في تعزيز الاستقرار المجتمعي، من خلال بيان إسهامها في الحد من الفقر والهشاشة الاقتصادية، وتقليص التفاوت، ودعم التماسك الاجتماعي والقدرة على مواجهة الأزمات. واعتمدت المنهج الوصفي التحليلي، مستندةً إلى مراجعة الأدبيات المتعلقة بالحماية الاجتماعية وتحليل آليات تأثيرها في استقرار الأفراد والمجتمعات. وتناولت الدراسة أشكالًا متعددة من شبكات الأمان، أبرزها التحويلات النقدية والعينية، والتأمينات الاجتماعية، وبرامج التشغيل والتمكين الاقتصادي. وخلص التحليل إلى أن هذه الشبكات تسهم في توفير حد أدنى من الأمن المعيشي للأسر، وحماية إنفاقها على التعليم والصحة والتغذية، والحد من آثار الصدمات الاقتصادية والاجتماعية. كما بيّن أن أثرها في الاستقرار يرتبط بشمول التغطية، وعدالة استهداف المستفيدين، وكفاءة الإدارة، وشفافية توزيع المنافع، واستدامة التمويل؛ إذ قد يؤدي قصور هذه الجوانب إلى إضعاف أثر البرامج وتعميق الشعور بالإقصاء. وتؤكد الدراسة أهمية الجمع بين الاستجابة للاحتياجات العاجلة ومسارات التمكين طويلة الأجل، ولا سيما في المجتمعات المتأثرة بالأزمات والصراعات. وتوصي بتطوير نظم حماية مرنة وقابلة للتوسع عند وقوع الصدمات، وتحسين قواعد بيانات المستفيدين، وربط المساعدات بفرص التدريب والعمل، وإجراء تقييم دوري لأثر البرامج في الفقر والتفاوت والتماسك المجتمعي.

Abstract: This study analyzes the role of social and economic safety nets in enhancing community stability by examining their contribution to reducing poverty and economic vulnerability، narrowing inequalities، and strengthening social cohesion and resilience in times of crisis. It adopts a descriptive analytical approach based on a review of the literature on social protection and an analysis of the mechanisms through which it affects individuals and communities. The study examines several forms of safety nets، including cash and in-kind transfers، social insurance، employment programs، and economic empowerment initiatives. The analysis concludes that these measures help provide households with a basic level of economic security، protect spending on education، health، and nutrition، and mitigate the effects of economic and social shocks. Their contribution to stability depends on the breadth of coverage، fair targeting، administrative efficiency، transparent distribution of benefits، and sustainable funding. Weaknesses in these areas may reduce program effectiveness and deepen feelings of exclusion. The study emphasizes the need to combine immediate assistance with long-term pathways to economic empowerment، particularly in communities affected by crises and conflict. It recommends developing flexible social protection systems that can expand during shocks، improving beneficiary databases، linking assistance to training and employment opportunities، and regularly evaluating program effects on poverty، inequality، and social cohesion.
