of the interaction between social reforms and military transformations during the period from the era of Solon to that of Themistocles. It is based on the premise that democracy in Athens was not the result of an isolated political reform, but rather the outcome of a gradual evolution shaped by the interplay of economic, social, and military factors. Solon\u2019s reforms contributed to dismantling the traditional aristocratic structure by addressing the economic crisis and expanding the base of political participation, thereby paving the way for a more balanced system. Subsequently, the reforms of Cleisthenes established the institutional framework of democracy by reorganizing society along geographical lines, reinforcing the principle of equality before the law, and strengthening the role of popular institutions.\r\n     During the era of Themistocles, Athens underwent a qualitative transformation with the rise of its naval power. The construction of the fleet empowered the lower classes, particularly the rowers, granting them a vital role in the defense of the state. This development, in turn, expanded the scope of political participation.
