direction:ltr;'><strong>Abstract: <\/strong> The study aimed to develop a professional development program based on the educational supervision model in light of school empowerment and to measure its effectiveness in developing the teaching competencies of Arabic language teachers at the primary stage, as well as enhancing their attitudes toward the program. The study adopted the descriptive approach in developing the list of competencies and designing the program. It also employed a one-group quasi-experimental design with pre- and post-measurements to verify the effectiveness of the program. The research population consisted of Arabic language teachers at the primary stage in the General Directorate of Education in Makkah Region. The main sample comprised 40 teachers selected from 20 primary schools. The research instruments consisted of an observation checklist for teaching competencies and an attitude scale toward the professional development program, after verifying their validity and reliability. The training program included theoretical and practical modules on planning, implementation, assessment, professional communication, self-development, and the use of technology. It was implemented electronically through an interactive training environment. The results revealed statistically significant differences between the mean scores of the pre- and post-measurements in teaching competencies and attitudes toward the program, in favor of the post-measurement. The values of Black\u2019s modified gain ratio and effect size also indicated that the program\u2019s effectiveness was very high in most domains.
