the institutional framework in shaping e-assessment practices and their sustainability in Palestinian higher education, using An-Najah National University as a case study. The study adopted a qualitative case study approach, and included a sample of 20 participants from faculty members and e-learning center staff, whose data were collected through semi-structured interviews. The findings revealed a structural gap between technical governance and pedagogical governance, and that assessment practices are influenced by contextual factors such as instructor experience, disciplinary nature, and class sizes. Participants agreed that e-assessment has moved beyond an emergency response to become a permanent strategic choice, with a clear preference for blended assessment models.
