Systems on achieving institutional excellence by analyzing the role of these systems in supporting human resource planning, performance management, administrative decision-making, and improving the quality of organizational services. The study also seeks to highlight the importance of HRIS in enhancing organizational operational efficiency and achieving high levels of institutional performance and innovation. The study adopts the descriptive analytical approach. Data were collected using a structured questionnaire designed specifically for the purpose of this research and distributed among a sample of employees in an organization. The questionnaire included several dimensions measuring the level of HRIS implementation and the level of institutional excellence within the organization. Statistical analysis techniques were applied to analyze the collected data and test the study hypotheses. The results revealed a statistically significant relationship between the use of Human Resource Information Systems and the level of institutional excellence. Organizations that rely on advanced HRIS demonstrate higher levels of organizational efficiency and administrative innovation, as well as improved decision-making quality and employee satisfaction. The findings also indicate that HRIS contribute significantly to facilitating strategic planning processes and improving performance management practices. Based on these results, the study recommends strengthening the adoption of Human Resource Information Systems within organizations and developing the technological infrastructure required to support these systems.
