Abstract<\/strong><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n
All societies on the ground, both according to their orientations and strategies, seek to involve society in the process of development in line with several social, economic and even political variables, represented in their entirety by the economic transformation of the open market within the capitalist logic, in conjunction with the abandonment of a fundamental component of the state representing the nation for the benefit of the participatory state, the State no longer considers the earthly field from the perspective of the narrow center, but has involved the ocean in these vital development processes and has been concerned with the elites and the local actor to manage them in a way that does not disturb the order and constitution prevailing in society. Not to mention the shift in the level of awareness of individuals and communities of their right to political and intellectual participation and the subsequent development of civil society organizations and many of the changes that have resulted from the emergence of the so-called local actor and the decline of traditional elites. Morocco, like other countries and societies, has undergone several political, intellectual and economic transformations from independence to the present day, such as its adoption of the principle of decentralization in the management of local affairs at all levels within an integrated strategic vision whose requirements were to expand the attention of local communities and the expanded regionalism, and to enable the social, political and even local administrative elites to have more legally supported powers,  considering it a local actor to bet on achieving a comprehensive development renaissance and dropping the development projects of the state on the ground.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n
